Two records, two kinds of opening

restaurant or cafe, bar or brewery and hotel or hospitality are cleared by a health or liquor permit before serving anyone, so that permit is the record that arrives first. salon or barber, retail store, office, contractor or trades, medical practice, warehouse or industrial, professional services, gym or studio, auto shop, dental practice, daycare or school, med spa or aesthetics and veterinary clinic register to trade at an address, so a city or county licence or business tax certificate is the record.
